1. Open the Norton Internet Security window from the system tray
If Norton Internet Security is not already running which is not likely in this case, run its executable file, perhaps, from the Start menu if you are on Windows.
2. Click the green downward arrow to pull the menu down

3. Go to History
Yep, click the History icon.
4. Select Quarantine from the drop-down selection
The deleted file is likely in the Quarantine section. If not, try looking for it in the other sections.
5. Find and select the file from the left panel then click on Options
Just left click on the file to select it. The selected file's row will have a slightly different color of gray. You can click on Restore to restore it immediately (this will ONLY restore the file to its folder, nothing else). When you run the file, it will be quarantined again if it isn't excluded yet. If you want to restore and exclude the file, click on Options.
6. Click on Restore and exclude this file
There are three (3) options to choose from. Choose which best describes your intention. In this case, we'll restore and exclude it.
7. Decide on the option given then click Yes
Here, we are given the option to exclude this file from future scans or not. I'll go ahead and exclude it since I don't want it deleted.
8. Click Close
Check the status before closing the Quarantine Restore window.
9. If you are done, close the History window
By the way, you can manually add a file to the Quarantine.
10. Then close Norton Internet Security
